  • At Investor Day, Oracle targeted at least $225 billion in fiscal 2030 revenue, a growth rate above 35% a year from fiscal 2026.
  • Oracle said it will cap additional capital raises at $20 billion through fiscal 2030 and expects positive free cash flow in the second half of fiscal 2028.

Oracle stock rose about 12% on Wednesday, October 28, 2026, the day the company held its Investor Day in Las Vegas. The day's main news was a long-term plan: Oracle said in a release filed with the SEC that it targets at least $225 billion in revenue in fiscal 2030 and will limit how much new money it raises to get there.

At 2:50 PM EDT, Yahoo Finance showed ORCL at $146.31, up $15.78 (12.08%) from Tuesday's close of $130.53. At 2:49 PM EDT, StockAnalysis showed $145.90, up 11.78%. The two pages were read a minute apart, and the price was still moving. These are not closing prices.

Why Oracle stock is up: the Investor Day targets

Oracle does not say in its release why the shares moved. Investing.com, which reported that shares rose after the targets were published, pointed to the same plan. The figures below come from Oracle's own release.

  • Revenue of $225 billion or more in fiscal 2030, a compound annual growth rate above 35% from fiscal 2026.
  • A non-GAAP operating margin of 40% or higher and non-GAAP earnings per share of $21 or higher in fiscal 2030.
  • Positive free cash flow in the second half of fiscal 2028, and at least $30 billion of free cash flow in fiscal 2029.
  • The fiscal 2027 outlook is unchanged: revenue of at least $90 billion and non-GAAP EPS of $8.10.

Oracle's fiscal year ends in May, so fiscal 2030 ends in May 2030. Non-GAAP figures leave out some costs that the standard accounting rules include.

Spending and financing

Money was the open question about Oracle before this event. It is spending heavily on data centers, and a Yahoo Finance summary on its quote page notes negative free cash flow and planned fiscal 2027 capital spending of $90 billion to $95 billion. TheStreet, per the same page, asked whether Oracle's spending on new chip deals can be justified.

Oracle's release answers with limits. It says capital spending peaks in fiscal 2027 and 2028 and steps down in fiscal 2029. It commits to cap additional capital-market funding from fiscal 2027 to 2030 at $20 billion, planned as $10 billion of equity and $10 billion of gross debt, not counting refinancing of existing debt. A separate $20 billion at-the-market stock sale, completed in the first quarter of fiscal 2027, is not part of that cap. Oracle also says customer prepayments, customer-provided hardware and vendor financing should reduce the cash it needs up front, and that growth will pay for itself from fiscal 2029. It targets net debt below 3.5 times adjusted EBITDA that year.

The Investing.com report put the gain at 8.6% when it was written, a figure from earlier in the session.

What came before

The Investor Day followed two days of product news at Oracle AI World. On October 27, Oracle said it is adding ChatGPT and Codex to its business apps and that Google TPUs are coming to Oracle Cloud Infrastructure, with NVIDIA saying its Vera Rubin systems are generally available there. None of those releases mentions the stock, and we found no outlet that ties Wednesday's move to them. We cannot say how much each item counted for buyers.

What we don't know yet

  • Where ORCL closes on October 28. Every price here is intraday.
  • How much of the move comes from the targets and how much from the financing limits. Oracle does not say, and the sources we read name no analyst on that point.
  • How the revenue target splits between cloud infrastructure and software. The release does not give a cloud figure.

This is a report on what happened, not advice. Oracle's next quarterly results will show the first numbers against the fiscal 2027 outlook.
