What each one does
OpenAI describes ChatGPT Work as a way to delegate real work. Chat is for answers and short drafts. Work is for tasks with a reviewable output: a brief, a deck, an analysis, a workflow. Its examples include turning notes into a presentation, building a comparison spreadsheet and running a recurring update on a schedule.
Anthropic describes Cowork as Claude Code's agent abilities without the terminal. You describe an outcome, and Claude plans the steps, runs code in an isolated environment on Anthropic's servers, and can run sub-agents in parallel. For a developer-focused view of the same family, see our Claude Code vs Cowork comparison.
Where the work runs
This is the biggest practical difference.
ChatGPT Work has two execution modes. Local steps use approved files and apps on your computer, which must be online. Cloud steps run on OpenAI infrastructure and do not inherit your files, browser sessions or network. A task cannot switch from local to cloud during a turn. With sync enabled by the workspace, eligible tasks can continue across desktop, mobile and web.
Cowork runs in the cloud by default. Sessions and files are saved to your account. On the desktop app it can also read and write folders you connect, and local files, the browser and computer use need the app open. Anthropic says Cowork tasks can keep running when your laptop is closed.
What it costs and what limits apply
ChatGPT Work and Codex share usage, pricing, credits and limits, according to the pricing page. Plus costs $20 a month and Business costs $20 per user a month billed annually. OpenAI publishes estimated local messages per five hours for Plus and standard Business, which range from 5 to 45 on GPT-6 Astra to 350 to 3,000 on GPT-6 Luna (our guide on how to change the model in ChatGPT covers picking between them). Those figures are for Codex-style local messages, so treat them as a guide to Work usage, not a promise. Pro plans currently have no five-hour limit.
Claude does not publish a message count for Cowork. Anthropic says multi-step tasks use more of your usage than quick questions, and the Cowork page warns that it uses limits faster than Chat. Max gives 5x Pro usage, and Ultra gives 10x Pro usage weekly, according to Claude's pricing page.
Business buyers should note that ChatGPT Work draws from a shared workspace credit pool. Admins can set per-user limits and an overage cap, and OpenAI says overage can incur the contracted rate.
Safety and admin controls
Both ask before consequential actions. ChatGPT Work asks before visiting a new website by default. Cowork has Manual, Auto and Skip permission modes, and Anthropic says of Auto that "no defense is perfect."
On the admin side, ChatGPT Work plugins and apps are off by default for Enterprise and Edu and on by default for Business. Local computer access with Work Cloud does not provide strict zero data retention, per OpenAI. Cowork admins can turn the feature off for an organization and set permissions by team.
Which one fits
Pick ChatGPT Work if you want to try agent-style tasks without paying, or if your team already runs on ChatGPT Business. Pick Cowork if you are already a paid Claude user, since it comes with the plan and works across web, mobile and desktop.
Neither company publishes a head-to-head benchmark for these modes, so quality on your own files is the real test. Watch how fast Anthropic's rename reaches Team and Enterprise, since the pricing page still lists Cowork by name there.
